Job Description

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For this position, the next lowest grade is the GS-13. Qualifying specialized experience for this position includes the following: Experience managing emergency management and continuity programs, including developing, reviewing, or implementing COOP plans; conducting or overseeing continuity tests and updates; and coordinating preparedness, threat monitoring, or disaster recovery activities across multiple organizational units. Experience coordinating with agency leadership and external partners (e.g., federal, state, or local entities) to resolve operational, policy, or implementation challenges; integrate program activities; and represent an organization at meetings, conferences, or inter agency work groups. Experience evaluating and improving organizational processes, including assessing performance data, identifying gaps in communication or operations, applying change management practices, and implementing improvements that support mission goals. Experience providing technical guidance or training to field leadership, committees, or staff on emergency management, security, continuity operations, or safety procedures, and ensuring adherence to relevant policies, standards, or regulatory requirements. Experience administering or overseeing physical and personnel security programs, including PIV credentialing, facility access controls, incident response procedures, or coordination with security partners such as FPS, GSA, OIG, or law enforcement entities.
