Job Description

You must meet the following requirements by the closing date of this announcement. For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Specialized experience for this position is defined as experience: -processing Freedom of Information Act (FOIA) or Privacy Act requests for federal agency records including searching for responsive records and communicating with requesters; AND -drafting FOIA response letters that provide the justification for withholding information based on applicable FOIA exemptions under general supervision; AND -accurately and timely responding to FOIA requests; AND -evaluating and analyzing records responsive to a FOIA or Privacy Act request and making release determinations that comply with applicable authorities; AND -managing records and electronic files documenting work assignments, release determinations and internal and external correspondence; AND -monitoring work projects to effectively manage workload; AND -participating in FOIA and/or Privacy Act litigation on behalf of a federal agency (e.g., providing guidance concerning litigation, drafting or executing declarations, preparing Vaughn indices). For the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. Specialized experience for this position is defined as experience: -processing FOIA and Privacy Act requests for federal agency records including searching for responsive records, segregating exempt and releasable information, and communicating with requesters; AND -authoring and signing final responses, with minimal supervision and revisions, to Freedom of Information Act (FOIA) and Privacy Act requests, including denial letters; AND -reviewing, analyzing and effectively applying the FOIA, Privacy Act, and related authorities (e.g., agency regulations and Department of Justice (DOJ) policies and guidance to respond to requests for agency records; AND -accurately and timely responding to FOIA and Privacy Act requests; AND - monitoring and tracking of projects, including FOIA and Privacy Act requests, appeals, and litigation cases, in a case management database; AND -analyzing electronic data and preparing to satisfy reporting requirements to external stakeholders (e.g., Congress, DOJ) and preparing status reports for management and senior executives. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks. For the GS-13, you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
